Roles and Responsibilities of the District Geologist as per Annexure 24 of the Kerala State Disaster Management Plan, 2026

1. Introduction

The Keralam State Disaster Management Plan 2026 includes, in Annexure 24, guidelines intended to address disaster risks associated with quarrying in landslide-susceptible areas. The guideline establishes a framework for site-specific technical studies, administrative decisions on the permissibility of quarrying, incorporation of mitigation measures into mining plans, and subsequent verification of compliance.

Within this framework, the District Geologist has an important professional and administrative role. The responsibilities described in the guideline extend beyond receiving technical reports. They include considering the findings and recommendations of prescribed studies, determining whether quarrying may be permitted under the applicable provisions, ensuring that relevant recommendations are incorporated into mining plans, and verifying compliance with those recommendations.

Having been associated with the geological profession and the training of geologists, I consider it useful to examine these provisions from a professional perspective. The purpose of this article is not to question individual decisions or prescribe how a particular application should be handled. Rather, it is to encourage constructive discussion on the interpretation and implementation of the guideline, particularly in relation to technical recommendations, administrative decision-making and compliance verification.

2. Understanding the Scope of Annexure 24

The applicability of the guideline needs to be understood in the context of the criteria specified in Section 4. These include quarrying in areas classified as High Hazard or Moderate Hazard in the Geological Survey of India’s Landslide Susceptibility Zonation maps, as well as on hill slopes where landslides have previously occurred.

Therefore, the provisions should not be interpreted as automatically applying to every quarry in Kerala irrespective of its location and circumstances. The relevant hazard classification and the history of landslide occurrence are important in determining whether the guideline applies to a particular case.

A clear understanding of this scope is essential because the technical studies and administrative responsibilities described in subsequent sections must be considered within the context for which the guideline was formulated.

3. The District Geologist’s Role in Decision-Making

Section 5 sets out the procedure for considering applications and the responsibilities of the District Geologist. The applicant is required to submit the prescribed site-specific study reports. After considering the recommendations in these reports, the District Geologist may approve the application if quarrying is found permissible under the guideline. Where a report is unfavourable, the application may be rejected.

This provision connects the findings of technical studies with an administrative decision on permissibility. The study reports provide the technical basis for assessing site conditions and potential risks, while the competent authority considers the findings in the context of the applicable provisions.

The guideline also specifies a time frame for the decision and provides an appeal mechanism. These provisions underline the importance of timely decision-making through the prescribed administrative process.

A technical report and an administrative decision are related, but they are not identical. The report presents findings and recommendations; the competent authority considers them in determining whether quarrying may be permitted under the applicable provisions.

4. Understanding Conditional Technical Recommendations

One aspect that deserves professional discussion is the interpretation of technical reports containing conditional recommendations.

A study may identify circumstances in which quarrying could be considered only if specified mitigation measures, operational restrictions or other safeguards are implemented. Such a conclusion differs from an unconditional recommendation that quarrying can proceed without additional measures. It may also differ from a conclusion that the identified risks cannot be acceptably mitigated.

Annexure 24 requires the District Geologist to consider the recommendations of the prescribed studies. However, the provisions discussed here do not establish a separate, automatic rule that every conditional recommendation must result either in approval or in rejection.

This makes it useful to consider how the findings, limitations and conditions stated in a report are understood during the decision-making process. The central professional question is whether the proposed conditions are sufficiently clear, technically relevant and capable of being incorporated into the applicable mining plan and subsequently verified.

This observation is not intended to prescribe the outcome of any individual application. The circumstances of each site, the findings of the prescribed studies and the applicable provisions remain matters for consideration by the competent authority.

 5. A Possible GO/NO-GO Framework for Professional Discussion

A GO/NO-GO framework may be worth considering as a conceptual aid for discussing the relationship between technical findings and administrative decisions.

For professional discussion, the broad outcomes of a technical assessment could be expressed as follows:

  • GO: The assessment supports proceeding, subject to applicable statutory and technical requirements.
  • CONDITIONAL GO: Proceeding may be considered only where specified safeguards and conditions can be implemented and verified.
  • NO-GO: The assessment does not support proceeding under the conditions evaluated.

These categories are proposed solely as a conceptual framework for discussion. They are not classifications expressly mandated by Annexure 24, nor are they intended to replace the decision-making procedure established by the guideline.

The potential value of such a framework lies in encouraging clarity about the meaning of technical conclusions, particularly where recommendations are conditional. It may help distinguish between conditions that can be incorporated into a mining plan and verified, and fundamental limitations that may affect the permissibility of the proposed activity.

Whether such a framework would be useful in practice, and how it could be applied consistently with the existing provisions, would require appropriate professional and administrative consideration.

6. From Technical Recommendations to the Mining Plan

Section 10 gives particular importance to incorporating the recommendations of the prescribed studies into the Mining Plan or Modified Mining Plan. The District Geologist is required to ensure that the relevant recommendations are addressed through this process.

Where a Mining Plan has not yet been prepared, the applicant is required to prepare one incorporating the applicable provisions. Where an approved Mining Plan already exists, a Modified Mining Plan incorporating the recommendations is to be submitted for approval in accordance with the guideline.

This provision is important because a technical recommendation has practical significance only when its implications are carried into the documents governing quarry operations.

For example, recommendations concerning slope stability, overburden management, boulder removal, muck disposal, drainage, material transportation or blasting may need to be reflected in the relevant planning provisions, depending on the findings of the study.

The professional challenge is to maintain a clear relationship between the original technical finding, the recommendation arising from it, the corresponding provision in the mining plan, and the means by which implementation can subsequently be checked.

Section 10 thus provides an important link between technical assessment and the planning framework for quarrying.

7. The Importance of Site-Specific Technical Studies

Sections 14 and 15 specify important elements of the slope stability and blast vibration studies.

The slope stability study includes mapping of the quarry area and a surrounding 500-metre buffer at the specified scale, assessment of boulders, and examination of relevant site conditions. The report is expected to address matters such as overburden, rockfall and rockslide risks, muck storage, surface and subsurface hydrology, and material transportation, among other relevant aspects. The guideline also requires the study recommendations to be documented in simple Malayalam and English so that the community can understand them.

The blasting-related provisions address the potential effects of blasting and the measures necessary to control associated risks. Annexure 24 specifies NONEL as the approved blasting technique in landslide-susceptible areas, with personal supervision by a certified blast manager or mine manager. It also provides for a blast vibration study by a recognised institution, with the District Geologist or a representative present as an observer during the test.

The assessment is intended to examine matters such as blast impact, the range of influence, permissible blasting levels, drill-hole depth and frequency, nearby structures and slopes, airborne debris, and suitable mitigation measures.

The final recommendation is expected to address whether quarrying can be safely permitted without impacts extending beyond the statutory buffer while complying with the mitigation measures recommended in the slope stability and blast vibration studies. It also addresses whether NONEL blasting is feasible or mechanical rock splitting should be used, along with appropriate blasting parameters and safeguards.

These provisions demonstrate why site-specific technical findings matter. General assumptions about a location cannot substitute for the findings and recommendations of the studies required for that site.

 8. Seeking Clarification When a Technical Report Has Omissions or Ambiguities

A further aspect that merits professional consideration is the procedure to be followed when a prescribed technical study report contains an omission, ambiguity or an insufficiently explained recommendation.

Sections 14 and 15 specify the expected contents of the slope stability and blast vibration studies. Section 5 assigns the District Geologist responsibility for considering the study recommendations when deciding whether quarrying is permissible. These provisions make the completeness and clarity of the technical information relevant to the decision-making process.

For example, a report may omit a required map or test result, contain inconsistent information, or present a recommendation whose technical basis is not adequately explained. In such circumstances, clarification or completion of missing technical information could help the competent authority understand the report more fully.

A distinction needs to be made between seeking clarification from the agency that prepared a report and independently altering or substituting the agency’s technical conclusions. Clarification seeks to establish what the report means, what information supports its findings, or whether a required component has been omitted.

Annexure 24 does not expressly set out a separate procedure specifying how such clarification requests must be made or how they affect the decision-making time frame. Accordingly, the question of clarification is best presented as an issue of procedural clarity, to be addressed through the appropriate administrative process and within the applicable requirements.

A clearly defined procedure for seeking clarification or completion of missing technical information could help ensure that the prescribed studies are adequately understood before a decision is taken. This is a suggestion for improving procedural clarity, not a claim that Annexure 24 expressly prescribes a separate clarification procedure.

9. Existing Quarries and the Completion of Studies

Section 9 addresses the stages at which the prescribed studies are to be completed and submitted. It also provides for the completion of studies in respect of existing quarries covered by the guideline.

The section specifies that existing quarries within its scope are to be directed by the District Geologist to complete and submit the prescribed studies within six months. It further provides that quarrying must stop if the required reports are not submitted within that period.

The section also distinguishes between the submission of study reports and the permissions required to operate a quarry. Permission arising from the study-related process does not, by itself, remove the need for other legally required permissions.

This distinction is important in understanding the overall process. Technical assessment is one part of the framework; the requirements governing the commencement and continuation of quarry operations must also be satisfied.

10. Compliance Verification: A Continuing Administrative Responsibility

The usefulness of a technical study depends not only on its quality but also on what happens to its recommendations after the study has been completed.

Section 12 provides that the District Geologist shall inspect at least once every two years whether the recommendations of the mandatory studies, as incorporated into the approved Mining Plan or Modified Mining Plan, are being complied with.

This is a specific responsibility stated in the guideline. It should not be confused with a requirement for continuous monitoring by the District Geologist or an inspection before every blasting operation, neither of which is established by this provision.

The section also provides for publication of study reports so that the specified authorities can examine them, and it allows the named bodies to carry out inspections as required.

From a professional perspective, the connection between the study report, the approved mining plan and subsequent compliance inspection is particularly important. If a recommendation is included in a report but is not translated into a corresponding planning provision, verifying its implementation may become difficult. Likewise, if the relevant planning provision is unclear, the inspection process may face avoidable interpretive difficulties.

Clear documentation of recommendations and their incorporation into the mining plan can therefore support more effective compliance verification within the framework established by Annexure 24.

11. Linking Technical Findings, Administrative Decisions and Compliance

The preceding provisions suggest a useful subject for professional reflection: how can the relationship between technical findings, administrative decisions and subsequent compliance be made clear and traceable?

A conditional recommendation may refer to a particular method of working, a restriction on a specific activity, a drainage measure, a slope-related safeguard or another site-specific requirement. For such a condition to be useful in practice, its meaning should be clear enough to be reflected in the relevant planning document and assessed during compliance verification.

Not every technical condition can necessarily be treated in the same way. Some conditions may be straightforward to incorporate into a mining plan, while others may require further technical clarification. In some cases, the findings themselves may raise questions about whether the proposed activity is permissible under the conditions assessed.

Annexure 24 provides for consideration of technical recommendations, their incorporation into mining plans, and subsequent inspection of compliance. The handling of a particular conditional recommendation must be understood in the context of these provisions and the circumstances of the individual case.

The broader professional objective is to maintain traceability between the technical evidence, the administrative decision, the safeguards incorporated into the mining plan, and the subsequent verification of compliance.

Clarity at each stage can help the process function more effectively. Technical reports should communicate their findings and limitations clearly. Recommendations intended to be implemented should be sufficiently precise to be reflected in the mining plan. The applicable administrative provisions should guide decision-making, while subsequent inspections should focus on the requirements established through the approved documents.

These observations are not intended to suggest that every application presents the same technical questions or that a single approach can resolve every case. Site conditions, study findings and applicable legal requirements may differ. Professional judgement remains essential within the responsibilities and powers established by the relevant provisions.

12. Conclusion

Annexure 24 of the Keralam State Disaster Management Plan 2026 establishes a framework linking site-specific technical studies, decisions on the permissibility of quarrying, incorporation of study recommendations into Mining Plans or Modified Mining Plans, and subsequent verification of compliance.

For the District Geologist, the central task is to consider the prescribed technical findings within the applicable administrative framework and to ensure that the requirements specified in the guideline are addressed through the relevant planning and compliance processes.

The interpretation of conditional recommendations and the handling of omissions or ambiguities in technical reports are useful subjects for professional discussion. A clearly defined approach to these matters could help strengthen the relationship between technical assessment and administrative decision-making. The proposed GO/NO-GO concept may offer one way to examine that relationship, but it remains a conceptual proposal for discussion, not a classification required by Annexure 24.

The purpose of this analysis is not to prescribe how an individual quarry application should be decided, but to encourage professional discussion on the relationship between technical findings, administrative decision-making, incorporation of mitigation measures into mining plans, clarification of technical information where necessary, and subsequent compliance verification under Annexure 24.

Greater clarity in these processes may help all concerned understand how the guideline’s objectives are translated into practice, while preserving the professional responsibility of the competent authorities in each case.

5. GO / CONDITIONAL GO / NO-GO:
