RMCU മുമ്പ് ഉണ്ടായിരുന്നവര്‍ ഡീലര്‍ ലൈസന്‍സ് എടുക്കുമ്പോള്‍ ശ്രദ്ധിക്കേണ്ട കാര്യങ്ങള്‍

2022-23 ല്‍  RMCU ഉണ്ടായിരുന്നവരുടേയും പ്രസ്തുത  ലീസ് ഏരിയയില്‍ തന്നെ ക്രഷര്‍ ഉണ്ടായിരുന്നവരുടെ ലീസില്‍ നിന്നുമായിരുന്നു   KOMPAS ല്‍   പാസ്‌ നല്‍കിയിരുന്നത്. നിലവില്‍ RMCU നിര്‍ത്തലാക്കിയതോടെ അവരുടെ സ്റ്റോക്ക്‌ (മെറ്റല്‍ , പാറ മണല്‍ എന്നിവ) വില്‍ക്കാന്‍   പറ്റാതെ വരുകയും (പാസ്സില്‍ കരിങ്കല്ല്,  പാറ വേസ്റ്റ് എന്നിവ മാത്രം പ്രിന്റ്‌ ചെയ്യാന്‍ കഴിയുകയുള്ളൂ) ചെയ്തു. ആയതിനാല്‍ പ്രസ്തുത സ്റ്റോക്ക്‌  ഡീലര്‍ ലൈസന്‍സ് എന്‍ട്രി സ്റ്റോക്ക്‌ ആക്കുവാന്‍ തീരുമാനിക്കുകയും ചെയ്യുകയുണ്ടായി. ലീസിന്റെ സ്റ്റോക്ക്‌ 1.4.2023 ല്‍   പൂജ്യം ആക്കാന്‍   തീരുമാനിക്കുകയുമുണ്ടായി. 

ആയതിനാല്‍  ജിയോളജിസ്റ്റുമാര്‍   KOMPAS ലെ  31.3.2023 വരെയുള്ള ലീസിലെ  സ്റ്റോക്ക്‌ റിപ്പോര്‍ട്ട്   പരിശോധിച്ചു ആ സ്റ്റോക്ക്‌ DL പ്രാരംഭ സ്റ്റോക്ക്‌  ആക്കേണ്ടത് ഉചിതമായി  കാണുന്നു. അല്ലാത്ത പക്ഷം സ്റ്റോക്കിന്റെ കണക്ക്  ശരിയാകാതെ വരുകയും ചെയ്യും.

In KOMPAS, for those who opted RMCU and if their crusher is situated within the premises, the lessee was allowed to generate pass from the movement permit for sale of mineral (no need to transport mineral using form D from lease to crusher). For such lessee there will be some stock in the crusher (which is already consolidated royalty paid). Since RMCU is discontinued, they are unable to sell mineral product from the crusher (lessee can now generate only passes for rubble and quarry waste). Now, all crusher units should obtain DL for sale of mineral. This will help proper accounting of the stock.

So when lessee who possesses crusher (in the same premises of lease) applies for DL, such stock shall be added as initial stock in their crusher (note that for such stock DL stocking fee and selling fee has to be realized). It is gathered that NIC was requested to reset the stock of such lessee to zero from 1.4.2023. So while issuing DL, stock report as on 31.3.2023 of such leases can be taken and the balance stock can be carried forward to new DL.
